Brussels asks Airbus to turn Capa‑X into Europe’s “Rafale of drones”

Airbus gets the call from Brussels

The European Defence Agency (EDA) has appointed Airbus to spearhead work on a next-generation combat drone system - frequently dubbed, in defence circles, Europe’s “Rafale of drones”. The effort will draw directly on the French Capa‑X concept, which sets out a family of remotely piloted and/or autonomous aircraft intended to fly in concert with crewed fighter jets.

With Airbus named as the lead industrial partner, EU governments are effectively saying they want a joined-up, Europe-wide response to the accelerating spread of sophisticated drones across the US, China and the Middle East. It also underlines a wider ambition to connect today’s fragmented national projects and turn them into shared European capabilities.

What Capa‑X brings to the table

Capa‑X is a French-origin framework covering multiple types of combat drones, ranging from compact loyal wingmen to larger aircraft able to carry weapons, sensors and electronic warfare payloads. It is designed as a modular approach rather than a single fixed airframe, allowing configurations to be tailored to different missions and funding levels.

From the EDA’s perspective, that makes Capa‑X a credible springboard. The French Air and Space Force has already used the concept in early operational thinking, including simulated operations alongside Rafale fighters. This provides decision-makers with an initial view of how aircrew might task unmanned teammates, build confidence in them and oversee them in high-threat conditions.

A “Rafale of drones” in spirit, not a copy

When European officials refer to a “Rafale of drones”, they are not suggesting an unmanned replica of Dassault’s fighter. Instead, the shorthand is meant to convey three attributes: top-tier capability, European sovereignty and strong export potential.

Why Europe wants a shared combat drone

The war in Ukraine has shifted drones from a specialist tool to a strategic imperative. Low-cost commercial quadcopters, weaponised loitering munitions and long-range reconnaissance drones have all demonstrated how decisively they can influence the battlefield. Western air forces are therefore dealing with two parallel pressures: protecting themselves against mass-produced drones while also fielding advanced unmanned systems designed for high-intensity warfare.

For Europe, the persistent danger is duplication. A number of states are already pursuing separate national projects - from Germany’s long-running MALE drone work to initiatives in Italy and Spain. If left uncoordinated, this patchwork drives up costs, complicates support and logistics, and spreads industrial effort too thin.

By pressing ahead with a European family of combat drones, governments want greater freedom of action in situations where US political support could be uncertain or slow. Even highly capable drones only become effective once forces have clear ways of employing them. A significant share of the Airbus‑EDA work is therefore likely to centre on concept development, simulation and operational trials. European air arms still have to resolve several fundamentals:

Industrial politics behind the choice of Airbus

Selecting Airbus as the pivotal industrial actor carries clear political significance. The company already sits at the centre of major programmes, including the A400M military transport and key strands of the Future Combat Air System (FCAS) involving France, Germany and Spain.

EDA is effectively wagering that Airbus can orchestrate a broad European industrial web - from niche drone firms to sensor suppliers and AI start-ups. The difficult part will be ensuring each participating nation sees sufficient industrial benefit without allowing protracted bargaining to derail timelines.

The drone programme doubles as an industrial policy tool, meant to keep high-end aerospace skills and jobs inside Europe.

Since 2022, defence budgets across Europe have increased markedly, but inflation and competing priorities still constrain what governments can fund. A common programme can help leaders justify expenditure at home, provided contracts are seen to support domestic industry.

Relationship with FCAS and other fighter projects

This future drone family is unlikely to stand alone. It is expected to connect into FCAS, which already envisages “remote carriers” - unmanned platforms operating alongside a next-generation fighter. One of the central issues will be whether Capa‑X-derived drones become FCAS’s principal remote carriers, or whether they mature as a parallel line with only partial convergence.

In addition, European operators of the F‑35 or Rafale will expect guarantees that the new drones can exchange data and coordinate with existing fleets. That requirement adds further design complexity, particularly around architecture choices and encryption.

Risks, concerns and ethical questions

Advanced combat drones almost inevitably bring controversy. Civil society organisations and parts of the European Parliament have repeatedly voiced concerns about autonomous weapons, especially any system that could select or engage targets without strict human control.

EDA representatives maintain that meaningful human oversight will remain essential, but the distinction between assistance and autonomy can be hard to draw in practice. As software increasingly handles navigation, threat recognition and flight management, stressed operators may defer to machine recommendations by default.

Cybersecurity is another pressure point. Combat drones depend on datalinks and software updates that can be jammed, spoofed or tampered with. A successful cyber operation against a group of loyal wingmen could have severe consequences, from friendly-fire events to sensitive data loss. Defence ministries are likely to push Airbus to bake in strong encryption, redundancy and fail-safe behaviours from the outset rather than treating them as late add-ons.

Scenarios for future European air combat

Picture a crisis on NATO’s eastern flank in the early 2030s. A combined formation of Rafale and Eurofighter aircraft launches from a NATO base, each jet accompanied by two or three loyal wingmen created through the Airbus‑EDA programme. Nearing contested airspace, the drones spread forward, identifying enemy radars and surface-to-air missile positions.

One group begins electronic attack, another deploys decoys, while a third carries stand-off munitions. The crewed fighters remain further back, benefiting from increased standoff distance and the additional sensing provided by the unmanned element.
